There is still time before 31 December to apply for an agreement and receive retroactive payments
ANCI and Biorepack have extended the deadline until the end of the year to apply for a partnership agreement with the consortium and receive retroactive payments for 2021 to cover the costs of collection, transport and processing of compostable bioplastic packaging waste disposed of together with organic waste. Applications can be submitted directly to Biorepack by municipalities and delegated operators
Milan, 23 December 2021 - A large number of applications for partnership agreements have been submitted by Italian municipalities, and ANCI and Biorepack have therefore decided to extend the deadline for submissions until the end of the year, ensuring that municipalities can benefit from retroactive payments for 2021. The announcement has been made by the two organisations, setting 31 December as the deadline for submission of applications that will benefit from retroactive payments, previously scheduled for 20 December.
Within the ANCI-CONAI Framework Agreement, according to the Bioplastics technical annex signed last October between ANCI and Biorepack, which governs the management of compostable bioplastic packaging waste together with municipal food waste, municipalities and delegated operators that sign agreements can receive financial payments to cover the costs of collection, transport and processing.
Three main commitments have been made by the parties: support and promotion of the management of biodegradable and compostable plastic packaging waste together with municipal food waste; maximisation of organic waste recycling; and finally the reduction of contamination of municipal food waste with non-compostable materials. The aim is to promote both the quantity, and in particular the quality, of the waste collected. The higher the quality of the waste collected, the greater the payments that will be made to municipalities and the lower the collection and processing costs.
Of course it will also be possible to sign an agreement with the Biorepack Consortium after 31 December 2021. But in that case, payments will only be made from the date on which the application is made rather than retroactively.

Biorepack is part of the CONAI system as a consortium for the end-of-life management of UNI EN 13432-certified biodegradable and compostable plastic packaging, which can be recycled along with organic waste (Article 182-ter of the Environmental Code – Legislative Decree 152/2006) and transformed into compost through a specific industrial process. It was established in Rome on 26 November 2018 by six of Italy’s leading bioplastics producers and processors, and its statute, drawn up in accordance with the standard Ministry of the Environment statute applicable to consortia from the CONAI supply chain, was approved on 16 October 2020 by a decree of the Minister of the Environment together with the Minister of Economic Development.
